Everyone has a voice. Everyone has ownership of what is going on. Even though at the end of the day, a GO / NO-GO decision will fall on the shoulders of the Commander, the team knows they have the voice and trust to say what needs to be said and do what needs to be done - So everyone goes home safe at the end of a successful op.
